Rocky and Bullwinkle live in Frostbite Falls, Minnesota, which is based on International Falls, Minnesota. International Falls is the seat of Koochiching County, and Rocky is taken to Koochiching County Hospital in “Buried Treasure”. The population of Frostbite Falls is given variously as 23 (“Jet Fuel Formula”), 48 (during the summer rush, “Upsidaisium”), 29 (“Last Angry Moose”), 31-1/2 (“Painting Theft”), and 4001 (“Pottsylvania Creeper”). Bullwinkle is governor of Moosylvania, a small island in the Lake of the Woods, but he doesn’t live there.
