The concept for an outer loop was originally identified by the City of New Braunfels and shown on the City of New Braunfels Major Thoroughfare Plan in 1964. Revisions and updates to the outer loop alignment and Major Thoroughfare Plan were made in 1999, 2003, and 2005.
