The “moral law” as you put it most certainly did not come from the bible. The bible contains examples and laws that the most religious person today rejects (killing children for disobediance, etc.) The standard by which people choose which parts of the bible to use and which to reject must exist independent of the bible. – I think morality has an evolutionary basis. Natural selection would favor those that act together over those who act selfishly. Its called reciprical altruism. There are many example of this in the natural world. Wolf packs and insect colonies show this to be true. From this, our ancestors developed complex societies whereby these basic tendencies evolve (socially) into what we know now as morals.
