Where can you get travel / medical insurance (to travel to Canada) from Egypt (specifically Nasr City, Cairo)?

I have a friend who lives in Nasr City, Cairo, Egypt who’d like to visit me, however they require a Temporary Residence Visa to come into Canada. My friend was told by the people that accept the applications that they require medical insurance, which I assume is the same or similar to travel insurance that we get when travelling abroad (like Blue Cross).
