With WordPress.org you need to install the software on your own server or with a 3rd party provider. It will be hosted exactly the same as any regular website and you will need to register a domain name. There is some very inexpensive 3rd party hosting around, one I like and use myself is JustHost. They charge $4.95 a month. I think that’s just about as close as you’ll get to free. If you really want completely free hosting, you need to go with a blog on wordpress.com, but without a self hosted blog you lose a lot of control, the blog is never really “yours”. Blogger is also free but you have even less control, they can cancel your blog for any reason.
