The VORT (Vehicle On Road Test) for car licenses is conducted by the LTOs (Licence Testing Officers) of NT Motor Vehicle Registry. You can download the VORT Operations Manual and the VORT Interpretations Manual from the MVR’s web site – both are in PDF format. See the list of links above.
