Where can I get in-expensive high waisted pants?

My fall wardrobe is almost complete, but my search for high waisted pants has yet to be found. I live in NYC, so maybe somewhere in that area (And not Forever21, it’s out of my way). I would like them to be under $30. I’ve searched in Thrift Shops, and no luck there, so please give me some suggestions, and what to wear with them would be greatly appreciated. I would also like them to be wide leg, and no skinny please.
