Many guilds have vendors come to their monthly or bi-monthly meetings with fiber and equipment to sell. The Spinners and Handweavers Pages do have private sellers listing their items for sale, too, but you may not get used equipment as cheaply as you may hope. Most spinners know what their equipment is worth.
