UK citizens do NOT need a work permit to work in the UK – I am in my 30s, and born in the UK. Your school will write a letter of permission for you to work – my brother had to get one while he was doing his paper round. Between the ages of 13 and 16 you are restricted to the number of hours you can do and which days you can do them on. The MAXIMUM number of hours you can do at 13 and 14 is 3 HOURS a week, between 7am and 7pm Monday to Friday, and NONE on Saturday and Sunday. 15 and 16 year olds can do a MAXIMUM of 10 hours a week, and 7 of those can be on Saturday and Sunday. Just before your 16th Birthday you get sent a National Insurance Number, which enables to pay tax.
