Just look in the phone book for sand & gravel. Or check your local rock quarry. Also a vet or farrier may have some contacts. You just want regular sand, if you tell them it is for an arena, they should know what you want. If you tell them the size and how deep you want the sand (at least 4-6 inches) they can tell you how much you need and how much it will cost.
