I would suggest visiting a main library in those areas and asking to look through any hard copy/fiched/microfilmed archives they may have. If travelling there isn’t an option, then I am 80% sure a main library in the UK (Westminster library for example) can procure temporary access to a specific month or year, for a specific paper. Your best bet is to visit a NY or IS state library and start from there.
