Where can I find the World Builder to make my own custom maps for Tiberium Wars/Kanes Wrath?

The World Builder tool for Command & Conquer 3: Tiberium Wars was not included with the retail version of the game. It is available as a separate download. World Builder requires that Tiberium Wars be installed in order to run.
