Where can I find the best rates on an international calling card?
If possible, I would buy the calling card in the foreign country. Even though the major phone companies offer such cards, they often come with unending digits that need to be entered before you can even begin to dial the number. I have also found in my travels that sometimes I have to have a card from that country to access the pay phone before I can access a line to use my US card at all. Even in countries where many things are more expensive, phone cards are relatively cheap. Do not, however, make an international phone call from your hotel room and assume there is no charge. Often hotels charge astronomical rates for access to outside lines. It can be five to six times cheaper to just call from a pay phone on the street.
