The best blue hair dye I used was MANIC PANIC and you can get that from any Sally Hansen’s Beauty Supply Store…or any large beauty supply store. Also a brand that I love SO much, is Special Effects. They have the sickest colors and some even glow in UV light. Go here for a peek http://www.specialeffectsusa.com/ But okay, you have to get a solution 40 bleach kit. And bleach out the hair that you want to turn blue, to WHITE-blonde. PLEASE follow the boxes directions..its crucial. After that, you need to deep condition really well and make sure you wash out all the conditioner or else the blue wont stick/stain. Goodluck!
