There _are_ PSX CD-ROM dumps (called ISOs) available on the hardcore warez scene. Since their size is often between 300 and 600 megabytes, they simply aren’t downloadable by the majority of the Internet users. And even if you have a highspeed (and highspeed doesn’t mean cable modems, i am talking about T1+) connection the price for the bandwidth/chance of being caught/power for your computer/not published future games because of software developer money loss would probably still be higher than the 30$ most PSX games cost nowadays.
