On the purchase card website: www.navsup.navy.mil/ccpmd there is a link to the GSA SmartPay conference site. The DoD PCPMO memo stating that all APCs are required to attend is posted directly under the GSA SmartPay link on the overview tab. There will be no funding assistance from the DOD PCPMO office or the DON CCPMD. Waivers are not required if the APC cannot attend the conference. If a manager has an individual who says they cannot attend, then that manager needs to decide if the reason is sufficient to warrant the employee not attending; same with decisions regarding attendance versus mission needs. The training is for ALL APCs, not just level 3 APCs. The GSA conference is for everyone. One of the reasons for the DOD PCPMO memo is that in the past, some APCs had a hard time convincing their leadership that they needed to attend.
