There are a lot of websites that have mini cookie cutters (my favorite online is KitchenKrafts.com), but most of them come in themed sets (musical instruments, bugs & butterflies, letters/numbers, undersea themes, pets, etc.) and I doubt a lot of them would be as tiny as you would like them. I wanted some tiny cutters last year for a project I was working on, and found that Wilton had a number of them (I wanted alphabet cutters) in their fondant “tools” section. The trick is, they usually come in graduated sets. For example, a the flower set has 4 cutters in it for $2.49 — and only the smallest size would fit the specifications you listed above. So, you’d have to decide if it’s worth it to pay for the whole set when you’d likely use only the tiniest one.
