Where can I find experts on small scale refining / cracking of petroleum products?

I am looking for companies or experts in the field of refining / cracking of oil and derivatives to explore the economic viabilty of an idea I have for this industry. I am not looking for a micro or pilot plant. But small scale to the tune of being able to refine and crack 75,000 barrels of crude per day into gasoline, kerosene (jet a), and diesel, bunker C etc.
