There is no certification or certification program for mobile devices. Being a Java-based platform, MI Client is essentially independent of hardware or operating system. But since SAP is only validating MI Client on a limited number of operating systems, MI is only released by SAP for those platforms that are listed in the Platform Availiability Matrix (see question about supported platforms).
