You can download the English version of the program here: http://drakendomain.net/ Scroll down to the entry Uber Kanto Pokemon and at the bottom of the entry there are two links for downloads. The link you want is entitled “You can download the program here”. The second link is a bonus you didn’t ask for but are getting anyway. Once you have downloaded Pokesav, go back to that page and use the link Uber Kanto Pokemon and download the Uber Kanto Pokemon file. This will give you several Level 100 pokemon with max IVs and EVs that work well with them. So there you go. The program you wanted and a bunch of level 100 pokemon as a bonus.
