That completely depends on what type of items you are looking to sell. Clothing would be the easiest and probably cheapest items to sell in bulk. I would recommend thrift stores and even eBay itself has bulk items you can buy all at once and then turn around and sell again on eBay for a larger profit ( if you’re smart about it ). Good luck!
