When the initiative began several years ago to reduce Waiting Lists in Ohio, it became apparent it would be a long, difficult path to reach success. There were too many infrastructure cracks that needed repair. To address the barriers that today prevent people with disabilities from becoming as independent as possible, many new rules are being written and changes are fast taking place in the approach we use to deliver services. After speaking with County Board Superintendents, County Board Members, people with disabilities and their families it is apparent that Ohio is “all over the board” in implementing HB 94. I dont want to imply that everyone is not attempting to improve the system; but in many cases, it appears that the changes are overwhelming. Also, because of the slow rule writing process, many county boards are waiting to see the final versions before making any changes or improvement.
