Where are the requirements for electronic data submission stated, and in what situations must they be applied?
The Technical Requirements for Site Remediation (N.J.A.C. 7:26E) require that the results of analysis must be provided in electronic format per the HazSite Data Submittal System or the other formats specified in the SRP Electronic Data Interchange Manual (SRP-EDI) (see 3.13(c)3v). These requirements apply to samples collected after July 18, 1997 as part of an SI, RI, or RA. To date the only exemptions to the Tech Regs are samples collected as part of a specific sampling event (e.g., emergency response). For example, an exemption to the electronic data requirements will be considered if samples are collected at a residential underground storage tank of Number 2 fuel oil, where no ground water investigation was warranted. Specific discharge events (usually associated with Emergency Response actions) are also excluded from the requirements to submit electronic data.
