For a while, these were provided separately in the developer versions. For some time now a very good, “minimum” set of these has been shipping with the GIMP. More are available as “extra” data bundles from any of the download sites. Others are available from various places. Adrian “Numerical Excess” Likins has a page with lots of gradients and palettes at http://www4.ncsu.edu/~aklikins/gimp/AG.html .
