Where are homeless people from?
Poor people are likely to be homeless. Therefore, it is assumed that low-income areas have a potential for a homeless population and have a need for homeless shelters. Map 3 shows the distributions of low-income households (income under$15,000) and low-rent housing units (rent price under $250). We can see the areas with a high concentration of low-income households as possible locations for new shelters. However, as Map 3 shows, the distribution of low-income households overlaps that of low-rent housing. The overlap indicates that poor areas provide affordable housing and accommodate their poor households who are at risk to become homeless.
