The Buddy is manufactured in Taiwan by PGO. Founded in 1964, PGO manufactured components for Piaggio from 1972 to 1982. If there is a Yamaha shop that is closer to you than a Genuine shop I’d lean towards the Vino. Generally the Vino is going to be better choice because of quality.But if you go to the website listed below there is a comparison of the two scoots.
