Where are Board of Director (BOD) Meetings held? Are BOD Meetings open to homeowners and are they conducted using Parliamentary Procedures?
BOD meetings are typically held in the Club House next to the pool. Meetings notices are posted in the front entrance encouraging residents to visit the arborwalkhoa.oreg website to obtain meeting dates, time and other details. The BOD meetings are always open to the HOA membership. Even though the meetings are required to be open that does not mean that the homeowners participate. The homeowners may sit and listen but that is all. Even though the meetings are required to be open, there are some issues that must be discussed by the board in a closed session (executive session) such as issues regarding a particular homeowner, any legal matters or any matters that are considered confidential. Article II, Section 3 states all homeowners must be notified of the Board of Directors meetings, at least 21 days prior to the annual meeting and 7 days prior to any special meeting.
