Your cocktail hour may be in the lobby and your guests will then proceed into the ballroom for the affair. Or, you may have the cocktail hour in the pre-function room, and your guests would move into the lobby for approximately 15 minutes while the ballroom is fully opened. Most likely, passed hor doeuvres would continue, and a bar would be set up in the lobby.
