It depends. If you are writing numbers one through ten, you spell those out. Anything higher, you can write numerically. When referencing numbers with four or more digits, make sure you use commas (or periods – whichever the particular nation uses). It is also okay to use the ($) symbol – you do not have to write ‘dollars’.
