The queen makes a speech in opening the new parliament shortly after the results of a general election. There is not a set date but it is a ritual part of bringing the new goverment (even if it the same as the old government) back into functionality. Once the results are known and the queen invites the winner to form a government it takes a short period to formalise things and someone drafts the speech for the queen to fit with the election results and the new government’s “promises” or intentions. The question is why you would want to be in London when she makes her speech.
