DEPUTY SECRETARY SELL: I was here in January of last year in an effort to propose a great broadening of the nuclear relationship between the United States and Russia, specifically on areas of advanced nuclear energy technology. When I was here, Director Kiriyenko asked me when we were going to get going on the peaceful uses of nuclear technology agreement. We decided thereafter to begin working in aggressive time scale that would allow us to bring out the issues and get them resolved so that we could come to an agreement. In my judgment we have made substantial progress over the course of the last year, and we are now in receipt of a most recent draft response from RosAtom or the Ministry of Foreign Affairs. We think it is pretty close; there are some translation issues that we are trying to get through because we want to make sure we fully understand it. But I think that we are quite close, and I am hopeful that we will be in the position to in fact sign it and send it to the Congress
