In many cases, more current flows over the skin than deeper tissue. Therefore sweat is a big issue. It is current which kills, not voltage. For example as a serviceperson for many years, I have had shocks from the EHT of monitors. The voltage is very high but usually non-lethal (although it can induce a heart attack which is another issue again). Plus, people have been killed at lowish voltage, lower than 60V. It also explains why current trip devices are so very effective. As a general guide, anything in excess of 35 mA will be fatal within a short time. 20 mA is extremely unpleasant but you should survive it.
