Hard to say. There are many ways to interpret ‘library’. A simple collection of books, a building with a collection of books, a building open to the public which houses a collection of books. First ones would actually be scrolls, or perhaps clay tablets. Indeed, in some cultures the history is recorded by a person who recites the history verbally.
