There were a number of air traffic control operations in place in the 1920, but the first modern, radio-equipped control tower was established in 1930 at the Cleveland Municipal Airport in Cleveland, Ohio. Radar was invented during World War II, and was not widely used in ATRC operations until after the war’s conclusion.
