As the previous responder mentioned, it wasn’t set at the second Monday in October until 1957. Prior to that, it was announced by proclamation every year and it could be anytime. Between 1921 and 1930, it was set as the Monday of the week in which November 11 fell, but one year it fell on Remembrance Day, and people didn’t feel very good about celebrating Thanksgiving, a happy event, on Remembrance Day, a solemn and sober event. So the choice was made to have it on the second Monday in October and that’s where it’s stayed ever since.
