As the Roman Empire crumbled after 476 A.D., the parts of the former Empire fell into disorganization. The people were fearful, as any group would be without the protection of laws and the state. There was no one left to give the common people protection against some group simply coming in an taking over a region and ruling it by force. This happened in some regions and these fell into such a state that people could not get crops raised or conduct even minimal business such as bartering food for goods. There were no taxes collected to keep roads in repair and put troops in the regions to enforce laws and prevent lawless behavior. Bullies and strongmen came to power as they willfully abridged people’s rights to live their lives and conduct their business.
