Not sure when it was first ever used but look up “Project Laser”. This was the initial scheme that was rolled out across a number of police forces so they could test the ANPR system and see if it was worth going national with it. That was the first mainstream use of the system. From speaking with colleagues who have been on traffic for a number of years, in the early days the static sites worked well. The problem came with the car sets. They would often crash and were unable to cope with what was being asked of them. As with anything the technology advanced and the car sets are a lot more reliable now.
