A number of Dell Inspiron 8200 owners have run into this problem. One possible workaround is to un-plug your telephone cord from the modem. Another possible workaround is set your modem to V90 mode, which you can do by Start->Settings->Control Panel->Phone and Modem options->Modem Tab->Properties pushbutton->Advanced Tab and in the Extra Settings text box, type +MS=v90,0 or AT+MS=v90, then reboot.
