When using ELINT offensively, can I lock onto a fighter squadron with 1 point and provide that squadron with 1/2 the EW I use against the target?

No, fighters must be locked onto individually in order for them to benefit (and in the flight rules, you would need to lock onto every fighter in the flight). Note that this is not the case for defensive ELINT functions.
