When tracking a VoIP call does ClearSight Analyzer need to see the call setup to know that a call is taking place?
Essentially that is correct. If ClearSight Analyzer(or any analyzer) did not capture the call setup, the analyzer would not know the call information (like the phone number) or that it is a VoIP call. But the RTP flow can be caught and displayed under the RTP application sever list in ClearSight Analyzer. ClearSight Analyzer will allow you to monitor the call conversation in the RTP flows list. If the RTP flow is using one of the codecs ClearSight Analyzer supports you can hear the audio conversation taking place.
