When the LA Inspector visited in April/June 2009 teaching was judged as good so why is it so different from the Ofsted Report?

At the point in time when the LA Inspector reported better teaching was going on in the classrooms and there was satisfactory work around the school. However, this has not yet improved standards and progress over a period of time which is what Ofsted reports on.
