When the Calif. Green Sticker Program funds an improvement in an area like the ISDRA, does it also continue to provide funds for the maintenance for that project?

Sometimes. BLM applies for facility operations and maintenance grants and may or may not be approved each year. If funding is not approved from green sticker program the BLM must find other sources to maintain the improvements.
