The measures that are administered for Reading First purposes should always be at the student’s assigned grade level. It is possible, after the required assessments have taken place, to determine these students’ performance on lower grade DIBELS measures. For example, a third grader who is weak in ORF might be assessed on NWF to determine if decoding skills are hampering reading fluency. These scores should be shared with the teacher when deciding intervention options.
