The suckers around your tree are taking from its strength. Last year and previous years, in relation to climatic conditions, when did it come into leaf? Have a look at the ends of the branches to see if they are green or brittle and dead. Are there any leaf buds? If so, open some to see if they are green, in which case it is a late year for your tree. Check other Rhus trees in your area to see if they are in leaf yet. If after all this you are still worried, consult a tree doctor, there may be some parasite which is not readily apparent. I would be worried by the suckers though. I wish you luck–we need to save every tree we can.
