Hi, I’m a qualified horticulturalist. Forsythia flower on the previous seasons growth so it is best to prune after flowering. This allows maximum time for it to propagate new growth for next seasons flowers. Cut back one stem in three to the ground, starting with the oldest, bad looking ones. Make sure to keep it in shape and always try and cut back to a new bud. Take about two thirds of its height off, although this sounds severe it really is best for it.
