When should I be shifting my 2010 Jetta Sportwagen TDI for best mileage?

I read for breakin purposes I shouldnt be shifting below 2500 RPM, but I find I get the best mileage shifting at around 1700 RPM , is it ok I shift at low RPM, I know diesel have high torque and can be shifted earlier, but I want to do whats best for the automobile.
