You need only apply for a card when you know you will be required to drive a vehicle fitted with a digital unit. However, should you have a hire vehicle within your fleet for whatever reason that has a digital unit, you will not be able to drive it. It is also worth remembering that a drivers card lasts for five years and then you have to apply for a replacement.
