Question: When should a TIR Carnet be used in the European Union? Answer: The European Union (EU) is a single territory for Customs purposes, and as such is a TIR operational Contracting Party to the TIR Convention. The TIR Carnet must not be used for transit movements that are entirely within the European Union, but can be used for transports that start or finish in the EU as long the transit movement begins, transits or ends in a non-EU country with which a TIR operation can be established. For such transports it will not be necessary to replace the TIR procedure with the EU’s own Customs transit procedure (known as the NCTS).
There is no possibility to present the TIR Carnet at internal EU borders. The goods should be delivered to their final destination within the EU under the TIR Carnet.
