Report only those inmates that you have a specific monetary contract to house in other jurisdictions due to lack of space. If another facility is holding one of your inmates as a courtesy and not because of a lack of space–a former employee or law enforcement officer, for example–and there is no monetary contract to house this individual, do not include them in F1.
