Always. NSF no longer accepts paper submissions of any kind. All business transactions – submission of grants, annual and final project reports, and other post-award notifications and requests – between NSF and its client community – must be conducted exclusively through FastLane. All Grant Proposals Principals Investigators (P.I.s), faculty & students, planning on submitting any grant proposal should contact Hilry Fisher at least ten days prior to the application due date. This enables the PI to make any necessary changes and to avoid last minute changes and/or errors that could prevent the proposal from being funded. This also assures that all necessary procedures have been followed and that the budget is in order, so that Hilry Fisher, the authorized institutional official, can sign off on the proposal for the Graduate Center.
